OVERVIEW

Spectrum monitoring serves as the eyes and ears of the spectrum management process and improves frequency use. Radio spectrum licenses are allocated by band or technology. Spectrum monitoring tools scan the bands to ensure users have access to the spectrum without interruption or undue interference.

Spectrum monitoring allows spectrum managers to check whether the allocated frequencies are being used in accordance with the provisions of their licence. Measurement of spectrum occupancy is managed through monitoring stations providing data on the frequency of use.

The interaction between the spectrum management and monitoring functions allows the spectrum manager to optimise their operations for efficiency and cost.

Spectrum Control

Spectrum control is the interface between the spectrum monitoring stations and the spectrum management solution. It supports remote tasking and shares the data collected from these outposts. The data gathered from monitoring stations enable spectrum managers to respond to complaints. It ensures that the spectrum abides by ITU recommendations and that it is used in accordance with the national frequency allocation plan (FAT).

ICS Monitoring SDRN enables the monitoring system to analyse the data and create reports about license use and conditions. These reports allow the regulator to monitor and assess spectrum use and trends in real-time. Regulators use this information to manage complaints and ensure compliance with licensing regulations.

Electromagnetic Fields (EMF)

National regulators monitor the use of radio frequencies by mobile networks. However, they are not responsible for setting electromagnetic field  (EMF) safety levels. This is often managed by public health authorities or government departments.

EMF measurements are monitored near mobile phone base stations. This ensures that the exposure doesn’t exceed limits or present a radiation risk to the local population. The industry relies on codes of best practice to ensure the EMF levels from networks are within the limits set out in the guidelines.
